A natural cold springs at the base of mountain cliffs was minimally developed as an outdoor bathing spa during the early 1900s. A roadway that capped the adjacent stream has been convered for pedestrian park users into an elaborate promenade.

The park is designed around passive and active water features. Wall spouts, ponds, bathing pools, and shower fountains celebrate the fresh natural springs. Festive night lighting, outdoor pavilions, and a traditional entry gate define the style of the park.
